Expression of Interest for Levy Strategy Committee Member Positions
Your chance to modernise the CITB Levy
CITB is looking for three construction professionals to work on one of our biggest ambitions – modernising the Levy.
We want one independent expert, one Wales Nation representative and one Scotland Nation representative to join our influential Levy Strategy Committee (LSC).
The LSC represents the views of the construction industry across all three GB nations (England, Scotland and Wales). Their task is hugely important: to develop future Levy Proposals.
Having achieved Consensus and set the Levy arrangements for the next three years, industry needs to look to the future, to ensure Levy arrangements move with the times and remain fit for purpose. It’s vital for Industry to agree the most efficient and fairest way to generate Levy and support training and skills development in the industry for the rest of this decade.
Who do we want?
Individuals should have a good understanding of the Levy system, CITB’s objectives and the skills and experience to assess the appropriateness of any Levy options under consideration.
The independent representative vacancy will suit candidates with a strong skill set in finance and taxation. For the two employer representatives we would especially welcome applicants from individuals that work for small and micro employers.
Tenure and duties
The tenure of each Committee members will be for a period of up to three years. LSC meetings and workshops will be convened periodically between 2022-2024, but not less than four times per year.
These appointments are non-remunerated. Travel expenses will be paid. Meetings will be conducted via a mixture of in-person and remote gatherings.
Successful candidates will assess the impact of future Levy Proposals to ensure fair outcomes for all CITB registered employers. The LSC will assess industry’s views, regarding any proposed changes to Levy legislation, in advance of making final recommendations to the CITB Board.
The LSC will also support CITB in assessing the implications of different Levy rate models against CITB’s strategic objectives.

All Expressions of Interest submissions will be considered for short listing by a panel comprising of two CITB Board Trustees (including the Committee Chair), CITB’s Director of Legal Governance and Compliance and CITB’s Levy Strategy Manager.
Applicants who satisfy the requisite skills and experience will be selected for interview with the Committee Chair and one other member of the Panel. Current CITB Nation Council Members will not be required to go through the interview process.
Successful applicants will receive a formal appointment letter from CITB’s Corporate Governance department along with a schedule of the first three meetings.
